I don't know any place that specifically does urban or ethnic myspace stuff but i use http://www.whackmyspace.com and they have "generators", you can pretty much make whatever you want

go to www.hotfreelayouts.com they have alot of choices for your layout on myspace.:) I go there for my layouts.
