Its the myspace.com itself....

Go to the lseft hand side pannel where you have klayout option which will give you step by step procedue to setup your own layout

I don't know how to actually MAKE a layout, but there are several websites that have a ton of layouts already made up. You can then just copy the code and paste it (usually in your about me section) and you're good to go. Just use Yahoo's search engine and try myspace layouts or myspace backgrounds. Sometimes you have to download something to use it, but not always.
