He simply added a table into his profile and then moved it with negative values to cover up everything. Then he was able to put in his own graphics and such. Nothing too complicated there.
Check out CSS and negative values for margins to find out how he could do it.

I looked at createblog.com and other sites that have DIV Layouts! I wanted a Layout with Usher in the background anyone know of any sites where I could get one from, or any sites where I can make my own layout and it isnt that complicated. THANKS!
